Airworthiness Inspector Classroom and OJT, Review of Handbooks and Procedures (1)

This course demonstrated how Airworthiness and Safety Regulation is controlled and provides an overview of the processes and procedures used by a Civil Aviation Authority to ensure that individuals, manufacturers, operators and maintenance organisations comply with the relevant airworthiness regulations, setting this work in the international context established by ICAO Airworthiness Standards and Recommended practice. The course supported this by using EASA as examples of best practice.
By the end of this course participants demonstrated an understanding of the following through presentation and interactive discussion:
• Foundation topics: International Civil Aviation Organization (ICAO), structure of a typical EU Civil Aviation Authority, and the concept of airworthiness.
• Knowledge in the Design and Production field: Design Organisation Approval process, certification of large and small aircraft, rotorcraft, flight handling, propulsion regulation, power plant installation, aircraft equipment approvals, installation approval, structures
• Requirements regarding continuing airworthiness: maintenance and reliability programmes, airworthiness and avionics, ageing aircraft, quality in aircraft maintenance, engineer licensing, EASA Part 145 approved organisations and the Air Operators Certificate
• Quality in aircraft maintenance and engineer licensing
• Identify with flight operations and maintenance: The Air Operators Certificate, aerial work and corporate aircraft and MMEL
• Knowledge regarding interfaces: accident and occurrence reporting, flight data recording analysis and aircraft accident prevention.
The objective of the three-day handbook and procedures review was to check the Civil Aviation Authority’s compliance with ICAO Doc 9760 and EASA requirements and will consist of a review of Staff qualification and competence procedures, Organisation approval procedures, CofA Issuance procedures, Reliability and MEL procedures and associated forms and checklists.
Flight Operations Inspector Regional Training

The Flight Operations Inspector Course to be held at the ICAO Asia and Pacific (APAC) Regional Office, Bangkok, Thailand, from 25 November to 6 December 2019. This course has been co-organised with the European Union Aviation Safety Agency (EASA) to support the Member States’ prioritised training needs for the implementation of the APAC Beijing Ministerial Declaration safety commitment to “Progressively enhance safety oversight capability to achieve a USOAP EI score higher or equal to the global average by 2022”, as prioritised for the South East Asia region.
The Course is for States’ Civil Aviation Authority (CAA) Flight Operations Inspectors responsible for regulation and safety oversight in the Operations of aircraft (OPS) area.

State Safety Programme (SSP) Implementation Regional Course
12-16 August 2019, ICAO Asia and Pacific Regional office, Bangkok, Thailand

The State Safety Programme (SSP) Implementation Course, co-organised with COSCAP South East Asia Programme and EASA, aimed to support the implementation of the APAC Beijing Ministerial Declaration safety commitment to “Implement an effective State Safety Programme (SSP) by 2025”, as prioritised for the South East Asia region. This training was included in the Work Plan approved by the COSCAP SEA Steering Committee as well as the EU-SEA APP Work Plan.
The course was designed for ASEAN States’ Civil Aviation Authority (CAA) personnel responsible for the implementation of State Safety Programme and the regulation and oversight of service provider Safety Management Systems.

This course provided participants with the core knowledge and competencies required to understand the process of compliance with ICAO Annex 6 Volume 1 and Doc 8335 in respect of Commercial Air Transport (CAT) Operations. It used EASA OPS regulations as examples of best practice and included additional OJT (On-the-job Training) and a basic Civil Aviation Authority Process / Procedure / Manual audit.
This course was aimed at Aviation Safety Inspectors tasked with the certification and oversight of air operators.
By the end of the course, through a combination of structured lectures, multimedia presentations, case study discussions, workshops and syndicate group activities, participants have acquired the core skill sets required to perform a Flight Operations Inspecting role in the regulatory environment. They will have additionally experienced additional OJT aimed at the more technically specific elements of this function, and the basics of an Overview Civil Aviation Authority auditing practice.
The objective of the Civil Aviation Authority manual and procedures advisory audit is to assess the Civil Aviation Authority’s compliance with ICAO Flight Operations recommendations, with EASA part ARA and with the Civil Aviation Authority’s own core regulatory requirements.

ATM/ANS Inspectors Classrooms and OJT, review of Handbooks and Procedures (2)
23 October - 6 November 2019, Myanmar
This course provided participants with the core knowledge and competencies required to understand the principles behind effective oversight of ATM service provision with respect to ICAO Annex 11 (and European Regulation (EU) 1034/2011). The course included both classroom and OJT learning opportunities and was aimed at current or prospective aviation safety Inspectors tasked with the certification and oversight of ANSPs. The scope of the course included relevant requirements for the safe delivery of ATM services and the obligations upon regulatory authorities for their effective oversight. Using classroom instruction involving a combination of structured lectures, multimedia presentations, case study discussions and syndicate group activities, participants learned the core skill sets required to perform an ATM Inspector’s role in the regulatory environment. The course also included periods of OJT during which participants worked closely with course facilitators to practice methods and techniques employed in determining the performance of ANSPs.
The course also included an opportunity for the review of relevant national handbooks and procedures available to participants to support them in their roles and to determine their suitability for use.
Personnel Licensing Inspector Regional Training
28 October - 6 December 2019, ICAO Asia and Pacific Regional office, Bangkok, Thailand

This course has been co-organised between the European Union Aviation Safety Agency (EASA) and COSCAP-SEA to support the Member States’ prioritised training needs for the implementation of the APAC Beijing Ministerial Declaration safety commitment to “Progressively enhance safety oversight capability to achieve a USOAP EI score higher or equal to the global average by 2022”, as prioritised for the South East Asia region, and included in the Work Plan approved by the COSCAP SEA Steering Committee.
The Course is for States’ Civil Aviation Authority (CAA) Personnel Licensing staff responsible for the aviation personnel licensing (PEL).

Aerodrome Inspectors Classroom and OJT, Review of Handbooks and Procedures

25 November - 4 December 2019, Lao PDR
The activity provided participants with an overall introduction to issues surrounding the concept of aerodromes, demonstrating how Aerodromes and Safety Regulation is controlled and provided an overview of the processes and procedures used by a Civil Aviation Authority to ensure that individuals, manufacturers, operators and maintenance organisations comply with the relevant aerodrome regulations, setting this work in the international context established by ICAO and EASA.
The purpose was to provide a hands-on practical activity for aerodrome inspectors, covering the Authority oversight programme (for airports and Apron Management Services Providers), Safety programmes and aerodrome safety committees, Wildlife control programme, Obstacle control and monitoring, Monitoring and mitigating hazards related to human activities and on-site aerodrome visit
A good knowledge of the ICAO SARPs on Aerodromes and sufficient experience as inspections was required. The activity also allowed the participants to gain a knowledge of how ICAO SARPs are applied in EASA countries, although it was not training on rules and regulations.
The objective of the three-day handbook and procedures review was to check the Civil Aviation Authority’s compliance with (Regulation (EC) No. 2018/1139 and Regulation (EU) No. 139/2014) and EASA requirements and consisted of a review of Staff qualification and competence procedures.
