South East Asia
In order to promote safety and ergional integration, as well as for operational efficiency and to promote understanding of the EU system, the project coordinates with COSCAP-SEA, a regional technical assistance programme implemented by ICAO, a series of regional and bilateral training courses for the region.
These courses should address the needs of the region's aviation authorities, and simultaneously familiarise the region to the EU system, concepts, standards and best practice.
2nd ICAO EASA Forum on Civil Aviation in South East Asia

In their second such event since 2018, ICAO and the European Union Aviation Safety Agency (EASA) brought together South East Asian aviation officials this week to discuss new ways to improve local cooperation and strengthen regional safety performance.
The jointly-hosted ICAO-EASA Forum on Civil Aviation in South East Asia explored key objectives of the recently approved Asia-Pacific Regional Aviation Safety Plan (AP-RASP), and took stock of the regional initiatives underway supporting the implementation of the Beijing Declaration which was adopted at last year’s Asia and Pacific Ministerial Conference.
POA (Product Organizations Approval) Training to DGCA and Indonesian industry

Representatives from the DGCA Indonesia and Indonesian industry participated in the POA (Product Organizations Approval) training, which took place in the Bandung, Indonesia, from 5th to 9th August 2019.
DGCA Indonesia is currently working on a draft POA regulation aligned with EU- EASA’s regulation. Their DOA (Design Organizations Approval) regulation was already aligned in 2008 and has been kept up to date.
The activity was organised under the EU-South East Asia Aviation Partnership Project (EU-SEA APP), funded by the European Union and managed by EASA.
Helicopter Emergency Medical Service (HEMS) in Thailand Study Tour
UK, 14-16 July 2019
Representatives from the Civil Aviation Authority of Thailand (CAAT) participated in the Helicopter Emergency Medical Services (HEMS) Study Tour, which took place in the UK from 14th to 27th July 2019 and included visits and training to the Heathrow Tower, NATS, Airbus Helicopters Oxford Airport facility, London’s Air Ambulance, The Royal London Hospital and the UK Civil Aviation Authority.
This study tour aimed to increase the capacity of the South East Asian authorities for safety oversight and mitigate the need for action under the EU Air Safety List and Support the use of EU (performance based) regulations, standards and technologies and promote EU expertise towards South East Asian decision makers, particularly through on-the-job training and coaching / mentoring.
The activity was organised under the EU-South East Asia Aviation Partnership Project (EU-SEA APP), funded by the European Union and managed by EASA.
Regional Seminar on Implementation of the New Global Reporting Format for Runway Surface Conditions (ICAO) & Workshop on Runway Surface Condition reporting for CAAT

The new ICAO method of assessing and reporting runway surface conditions (GRF) will be applicable as of 5th November 2020. In order to increase awareness of the GRF and to support implementation, ICAO is organizing regional seminars. EASA, because it is in the process of adopting into the EU regulatory framework the GRF, has been invited by ICAO APAC Office to present the Agency’s approach.
Furthermore, a dedicated workshop for CAA Thailand was organised by EU-SEA APP and EASA expert Mr. Vasileios Stefanioros, in order to discuss in more detail the regulatory approach, the required changes and the steps that need to be followed.
Environmental workshop on “Upcoming challenges for CORSIA: Emissions, Reporting and Verification”

At the 10th meeting of its 214th session on 27 June 2018, ICAO Council prescribed that the first edition of Annex 16, volume 4 on “Carbon Offsetting and Reduction Scheme for International Aviation” (CORSIA) would become applicable as of 01 January 2019 for the elements concerning the development and application of SARPs for the implementation of CORSIA (until 2020, mainly for the MRV component).
As aviation emissions monitoring is a new concept for most of the world (only the European Union Member States are used to it), this decision implies a huge task for administering authorities such as Civil Aviation Authorities or Environmental Protection Agencies around the world in order to comply with and fulfil the requirements of the SARPs.
This 2-day workshop, held in Bangkok from 2 to 4 July 2019, brought together more than 80 stakeholders from State Authorities, National Accreditation Bodies, Verification Bodies, Air Operators, from the ASEAN region as well as representatives from the European Union.
The workshop provided a platform for exchange of knowledge on the implementation of the ICAO Carbon Offsetting and Reduction Scheme for International Aviation by presenting the experiences and challenges faced by the different actors involved, drawing from both EU and ASEAN Member States.

2nd EU-South East Asia Aviation Partnership Project Management Board meeting
Bangkok, 2 July 2019
The 2nd EU-South East Asia Aviation Partnership Project (EU-SEA APP) Project Management Board meeting was held in Bangkok on 2 July 2019.
The EU-SEA APP Project Management Board meeting brought together representatives from the South East Asia partner states and the EU, in order to provide the EU-SEA APP project with their technical steering and launch the new EU-South East Asia Cooperation on Mitigating Climate Change impact from Civil Aviation Project (EU-CCCA).
Joint seminar on Higher Education for Aviation Professions (HE-AVIAP) towards innovative university degrees for aviation

Aviation is a tremendous growing sector in South-East Asia and it is expected that this growth will continue. To master this growth, sufficient qualified technical personnel are essential. The education and training of personnel for aviation traditionally takes place outside of the Higher Education system and below university level.
This works well in countries with a long tradition of aviation training, but may be difficult in regions where the educational system does not support this. Here, the enhanced involvement of universities to stimulate capacity and courses for aviation personnel might provide an additional option. To further explore addressing this, the European Union Aviation Safety Agency (EASA) together with the International University Liaison Indonesia (IULI) held a seminar in Jakarta, bringing together authorities, industry and universities from all ASEAN states to consider the demands, the requirements and the options available.
This seminar seeked to stimulate this trend by bringing people from administration, industry and universities together to exchange needs, prototypes and experiences. The seminar was on a policy level, hence executives, who are looking for innovations and are willing to implement new approaches for mutual benefit.
The seminar is considered as a starting point for subsequent joint research and activities, which might be evaluated in a follow-up seminar in 2020 organized with another host in another ASEAN country.

2nd Steering Committee Meeting
15 February 2019, Brussels
The second Project Steering Committee meeting of the EU-SEA APP project was organised together with those of the other APP projects managed by EASA, namely EU-China, EU-South Asia and EU-Latin America and the Caribbean.
The meeting was held following a coordination meeting with representatives from the European institutions, EU member state authorities and European industry.
The Steering Committee reviewed and provisionally agreed on the proposed work plan and allocated budget. It also made recommendations to EASA regarding the further implementation of the project. After EASA shall consolidate the provisionally agreed work plan and supply it in appropriate format in advance to the Project Management Board (still to decide when and where it will take place).
Helicopter safety Roadshow
31 January 2019, Manila, Philippines
The first helicopter safety roadshow was delivered on 31 January for the benefit of a Philippines Helicopter operator. The purpose of this series of activities is to enhance the safety culture in South East Asia on an operational and institutional level and to ensure the common understanding and implementation/oversight of civil helicopter flight and maintenance operations by operators and regulators in the region.
It is performed in collaboration with Airbus Helicopters and is the first of a set that will run throughout 2019 in Indonesia, Malaysia, the Philippines and Thailand.
