Flight Operations Inspector Introduction Course on Legal Framework and applicable Management Systems

This training course has been co-organized between the European Union Aviation Safety Agency (EASA) and COSCAP SEA to support the Member States’ prioritized training needs for the implementation of the APAC Beijing Ministerial Declaration safety commitment to “Progressively enhance safety oversight capability to achieve a USOAP EI score higher or equal to the global average by 2022”, as prioritized for the South East Asia region.

 

This course provided participants with the core knowledge and competencies required to understand the process of compliance with ICAO Annex 6 Volume 1 and Doc 8335 in respect of Commercial Air Transport (CAT) Operations, using EASA OPS regulations as examples of best practice. This course was aimed at Aviation Safety Inspectors tasked with the certification and oversight of air operators.

Integrated Training Roadmap for Inspecto

The Instructor Training Course was held via WebEx, from 15 June to 19 June 2020 and was organised in cooperation with the ICAO COSCAP-SEA office to support the Member States’ prioritised training needs for the implementation of the APAC Beijing Ministerial Declaration safety commitment to “Progressively enhance safety oversight capability to achieve a USOAP EI score higher or equal to the global average by 2022”, as prioritised for the South East Asia region. The Course was for States’ Civil Aviation Authority (CAA) Managers involved in safety inspector resource planning, training and management.

 

This course was developped for inspectors of all domains and had as an objective to provide participants with an understanding of the process of resource planning, the key competencies required for successful performance in the NAA inspector role, and how to establish training programmes for NAA Inspectors on which to base the development of competencies.

 

The course was structured into several modules that were specifically chosen to address subjects ranging from establishing the size of the human resources planning, designing and managing trainings aimed at developing competencies, evaluation of CBA (Cost Benefit Analyses) and training output.

Instructor Training Course

The Instructor Training Course was held via WebEx, from 15 June to 19 June 2020 and was organised in cooperation with the ICAO COSCAP-SEA office to support the Member States’ prioritised training needs for the implementation of the APAC Beijing Ministerial Declaration safety commitment to “Progressively enhance safety oversight capability to achieve a USOAP EI score higher or equal to the global average by 2022”, as prioritised for the South East Asia region. The Course was for States’ Civil Aviation Authority (CAA) Safety Inspector Training Instructors.

 

The goal of this training was to enhance the participant’s skills and knowledge as instructors within their respective National Aviation Authorities, thus allowing them to gain or improve the following skills:

• Formulate an objective in accordance with a training syllabus requirement

•  Use action verbs to formulate objectives for each stage of learning (Bloom)

•   Understand how humans process information

•   Explain the importance of communication skills for instructor

•   Use appropriate question techniques in their lesson

•   Understand the importance and proper use of teaching aids

•   Describe theory lessons and how to prepare them

•   Understand the characteristics and relationship of instructors

     and students

•   Explain the different layouts of classrooms

•   Use appropriate question and assessment techniques in their lesson

•   Prepare and conduct theory lesson ​
